Virginia Governor Tries to Govern

The Democratic governor of Virginia, Tim Kaine, has given up on one of his legislative priorities from last year - abusive driver fees. In lieu of raising taxes Virginia tried to make a quick buck by charging those convicted of various moving violations large "fees" as well as fines. Guess what, early indications are it doesn't work.
